Study on the Equity of Health Insurance Benefit and Contribution

Abstract
The purpose of this study is to evaluate whether the health insurance benefit and contribution have been appropriately applied according to individual financial capacity since the consolidation of health insurance, as well as to determine what differences exist in the insured parties¢¥ insurance benefit and contribution rates according to the insured parties¢¥ type(self-employed insurance and employed insurance), gender, region and age, and to suggest a policy accordingly. Factors that may influence or affect insurance contribution such as the individual characteristics of the insured, economic and regional factors for self-employed insurance and employed insurance were statistically analyzed. In addition, differences in the insurance benefit and contribution were examined according to the various factors, and the appropriateness of the insurance benefit and the contribution was analyzed.
The figures available as of May 31, 2003 for insurance benefit and contribution for the year 2002 according to individual classifications were used in this study for analysis. 92,024 self-employed insurance holders and 1,558,999 employed insurance holders were involved in the analysis; self-employed insurance holders exceeded minimum annual income of 5,000,000 won(Korea National Tax Administration standards) and the employed insurance holders were calculated in the same way. According to the results of the analysis, health insurance was balanced between the self-employed insurance holders and the employed insurance holders according to the income levels, but showed that a balance could not be guaranteed according to the demographical factors. However, when we consider the slight differences that can affect insurance payments according to the various factors, an in-depth analysis appears necessary for the future.
Finally, in consideration of the lack of source of income materials for the self-employed insurance holders, there are certain limitations to using the results of this research to infer the inclinations of all insurance holders, and such shall be left for future researches.
